Board of Selectmen Meeting Minutes
February 5, 2014


1. CALL TO ORDER:  The regular meeting was called to order at 7p.m. by
Chairperson, Hal Ferguson, Rick Micklon and Lenny Adler were present.

2. FLAG SALUTE:
Audience and Board members saluted the flag.

3. ACTION ON MINUTES:
Meeting minutes from January 15, 2014. Motion to accept minutes. LA/RM-Unanimous.

4. SPECIAL EVENTS:
On a motion by HF second by LA, The Board of Selectmen hereby makes application to join the Employees of Municipal and Other Public Employers of Maine Health Insurance Trust and agrees to execute and be bound by the Health Trust Participation Agreement and Declaration of Trust and to be bound by all rules and regulations adopted by Trustees from time to time. The Board authorizes the employees of the town that meet the eligibility requirements to participate in the Employee of Municipal and other Public Employers of Maine Health Insurance Trust.

5. COMMITTEE REPORTS:  
Conservation Committee; Jeff Stern update about the signs for 2 Ponds Trails committee still working on it. BOS wants no more than 2 signs on any Location. One sign with what trail it is and the other with the restrictions on it.

6. DEPARTMENT HEADS: None

7. QUESTION/COMMENTS FROM THE PUBLIC: None

8. ADMINISTRATIVE ASSISTANT ITEMS:
A. Flanders Electric concerning the generator’s battery. Flanders can change out battery during season maintenance for $100.00 above the season rate.(voted)
B. Plow Contract R Bean Jr. ok, MIM will contract G Pastore about a question on the insurance. F Blauvelt has not turned a sign contract.  Plow contracts will be given out Sept 1 and are due back by Oct 1 of the plowing season; signed and all requirement met. LA/HF. RM abstained.
C. Local Health Officer Reappointed 3 year term.- L. Adler 3yr term
D. Email requesting information on Selectmen’s policies, Person can attend aSelectmen’s meeting and will get questions answered.
E.  Letter from prior resident to Heniger Park owners was read at meeting. Need dozen copies made for the Heniger Park Committee members.
F. Larry Nadeau 1042 St Rte. 121 next to the Memorial Lot  asked if he could clean the lot.  Selectmen said no, will have a town employee look at the lot.

9. UNFINISHED BUSINESS:
Review Proposal-Cobb Hill Road, Proposal for Engineer is $13,000.00. OCSWCD sent a copy of a basic contract to the town that could be used with Ross. RM will call Ross to get more on the phase 1 & 2 and see if Ross could come to a Selectmen’s meeting.

10. SELECTMEN’S ITEMS TO DISCUSSED & VOTED ON:
Town Warrant: Motion to sign Warrant #14 to pay town bills.  HF/LA-Unanimous.
Review all fees- Remove the $25.00 application fee for signs. Appeals Board with be a flat fee of $250.00 RM/LA Unanimous

11.  QUESTIONS OR COMMENTS FROM THE BOARD:
RM received an email from a resident in Heniger Park.  BOS would like copies for the Heniger Park Committee. Have it put in the public record.
Notary Fee: BOS would like no fee charged for a Notary service. Town will still pay for Town Clerk and Administrative Assistant for their Notary application fee. LA/HF Unanimous.

12. Motion to adjourn at 9:07 p.m.  HF/RM- Unanimous
